Jennifer Garst, Director, Federal Programs
As Vice President of Federal Programs, Jason is responsible for federal initiatives within the DOE, Navy, Army, Intelligence Community, and FAA. Before founding InScope, he was the director of systems engineering at SevenSpace, a startup that he assisted in growing from $0 to over $20M annually during his tenure.
Jason was also the lead systems engineer at Digex where he was instrumental in all financial services solutions designs and sales. Jason's career began with TRW, now Northrop Grumman, as an electrical engineer supporting the FAA NAS (National Airspace System) by fielding weather systems equipment necessary for the operations of all aircraft and airports. These systems included wind, optical, and visibility to provide pilots and tower employees with up-to-date weather information.
Jason holds a BS in Electrical Engineering from the University of Colorado, Boulder with specialties in power and optical engineering.
Captain Joe Celano USN (Ret.)
Director, Navy Programs
As Director of the U.S. Navy Programs, Joe is responsible for leading InScope's business expansion within the U.S. Navy and on the West Coast. He has served onboard numerous surface combatants in positions such as Weapons Officer of the USS MISSOURI (BB 63) and Commanding Officer of the USS COPELAND (FFG 25). He has also served in leadership positions on battle group and numbered Fleet commander staffs. As a certified DAWIA program manager, he oversaw Modeling, Simulation, and High Performance Computing while at SPAWARSYSCOM.
Just prior to joining InScope, Joe was the Information Security Engineering Branch Head and Division Business Manager within the Information Assurance and Engineering Division at SPAWAR Systems Center in San Diego. Pervious positions include, Program Manager for the White House's Counter-drug Technology Assessment Center; and Chief Engineer for the BorderNet, DHS S&T secure wireless mesh network information sharing project; Joe has also served as the DARPA technology transition agent for advanced wireless security technologies and helped establish a Consolidated Secure Wireless Network R&D Test bed used by the U.S. Navy, Department of Homeland Security, and the industry to integrate commercial wireless technologies within military and public safety environments.
Other previous industry positions include Vice President of Enterprise Systems Solutions at Intelesis Technologies Corporation and President & General Manager of the Technology and Engineering Group where he acted as Program Manager for the Waterside Security System Program for various U.S. Naval ports in the United States and Europe.
Joe is a graduate of the U.S. Naval Academy with a B.S. in Oceanography and earned his MBA from Southern Illinois University. He also completed the Executive Challenge Program at San Diego State University and is a graduate of the Advanced Program Management Course at Defense Systems Management College.
As Director of U.S. Navy and FAA Programs, Jack is responsible for leading InScope's business expansion efforts and operations within those federal areas. A graduate of the U.S. Naval Academy with a B.S. in Mechanical Engineering, he served on active duty in VAW 112 and VAW110 flying the E-2B/C aircrafts. Following active duty, he was employed as a commercial airline pilot at Northwest Airlines flying the DC-9, B-727, B-757, DC-10 and A-320 aircraft. While employed at Northwest, he served in the U.S. Navy Reserves and retired as a Captain following command tours with ONR and SPAWAR. Jack joined InScope following his retirement from Northwest Airlines.
As Director of Federal Programs, Jennifer is in charge of program management for InScope's Government services and solutions, and is responsible for ensuring that goals and objectives of InScope's Government clients, partners and employees are achieved. Jennifer has an extensive background with proven results in the areas of program management, information technology (IT) risk management, and software and systems development process improvements.
Prior to joining InScope Solutions, Jennifer was the Technical Director of IT Management and Control at America On Line (AOL). She was responsible for identifying and mitigating IT risks and improving IT efficiencies. These responsibilities included establishing a new directorate mandated to develop and implement IT strategies to ensure compliance with the Sarbanes-Oxley Act and other regulatory requirements. While at AOL, Jennifer also led the corporate initiative to enhance the AOL Software Development Lifecycle process and related tool-sets to support multiple engineering models, streamline processes, improve controls, and improve communications between stakeholders.
Prior to AOL, Jennifer was the Northeast Regional Director of Professional Services with Baltimore Technologies and Deputy Director of Identity Management Solutions at EDS. In both capacities, she directed initiatives and led teams in the development of e-commerce and IT security solutions supporting Fortune 500 clients and Federal and State governments.
Jennifer began her career in the Federal Government with the Central Intelligence Agency, U.S. Court of Appeals, and Defense Information Systems Agency. She holds a Master's of Public Administration in Management Information Systems from American University, and an undergraduate degree from Roanoke College. Jennifer is a certified Project Management Professional (PMP), Certified Information Security Manager (CISM) and Certified Information Systems Auditor (CISA).
